XIII wakes up on a beach one day with a gunshot wound to the head. His amnesia is total: he remembers nothing of his dark past. The only information he has about himself is a number tattooed on his left shoulder: XIII. But his past returns to haunt him. Assassins appear out of nowhere and the authorities are hot on his heels. When he is captured by Colonel Amos, he learns a little more about himself: he killed the President of the United States!
He cannot recall why he carried out the killing, or who put him up to it. But there is one man who does know - a man by the name of La Mangouste!
